What are the design goals for a better PC?

A better computer is designed for quality, performance, features, low noise, stability, power efficiency, overclocking potential, sleek looks and all within a budget. A better PC is also designed to be upgradeable in the future. You should be able to easily upgrade your chip, add a video card, increase memory, add drives or even reuse your case in a future build.
